  10.  AB    OBJECTIVE: This paper is based on field experiences in deigning and
  11.        developing comprehensive HIV prevention programs in an epidemic area,
  12.        where sharing of needles among the IDUs is the major mode of
  13.        transmission of HIV-AIDS. This is a preliminary report from ICMR-WHO
  14.        collaborative study on the effectiveness of behavioral intervention for
  15.        the prevention of HIV among a cohort of IDUs in a North Eastern state of
  16.        India, bordering Mayanmar (Burma). METHODS: A combination of rapid
  17.        assessment techniques, baseline survey, field visits to several
  18.        prevention programs in various countries, in-depth interviews with the
  19.        experts has been conducted to design and develop the initial model of
  20.        the prevention program. RESULTS: A HIV prevention program has been
  21.        developed and is being implemented. The effectiveness of the model
  22.        developed will be evaluated and reported later. DISCUSSION AND
  23.        CONCLUSIONS: The dynamic nature of the epidemic's destructive ability is
  24.        evidenced in the project area. We conclude the discussion with certain
  25.        modifications to the observations made by Jonathan Man et. al., (1992),
  26.        A global experience at the community level has demonstrated that HIV
  27.        prevention is entirely possible only if five key elements are in place:
  28.        information/education; health and social services; a supportive social
  29.        environment; a strong commitment to human rights; and community
  30.        participation.
